Tillerson says Putin meeting 'productive'; Russian Federation warns US against attacking Syria

The White House has accused Moscow of trying to cover up Assad's use of chemical weapons after the attack on a rebel-held Syrian town last week killed 87 people last week.

The proposed resolution would have condemned the alleged attack and expressed the council's full backing to investigators from the Organization for the Prohibition of Chemical Weapons (OPCW).

Russian Federation said the gas was part of rebel stockpiles, which the rebels have denied.

University of Ottawa professor Thomas Juneau said U.S. President Donald Trump's own "chaotic" position on Syria left America's allies to react on the fly last week when the man who campaigned on a promise to swear off being the world's police force suddenly started dropping bombs on a Syrian airfield.

"With its veto, Russia said "no" to accountability, Russia said "no" to cooperation with the UN's independent investigation and Russia said "no" to a resolution that would have helped to promote peace in Syria", said US Ambassador Nikki Haley.

US Secretary of State Rex Tillerson received a frosty reception Wednesday on a visit to Moscow, where he said there was "a low level of trust" between the countries. Any expectations of an easy rapport have crashed into reality amid the nasty back-and-forth over Syria and ongoing US investigations into Russia's activity connected to the USA presidential election.

He also rejected American claims of incontrovertible evidence that Assad ordered the chemical attack.

Tillerson said punitive sanctions for the alleged meddling - imposed by Obama against Moscow in December - were also discussed at Wednesday's meeting.

On Wednesday, its ally Russian Federation vetoed a U.N. Security Council resolution to condemn the attack. He said working groups would be established to improve U.S.

The Syrian leader reiterated his forces had turned over all their chemical weapons stocks years ago and would never use the banned arms. And he suggested that possible war crimes charges could be levied against the Syrian leader. And despite a 2013 agreement, in which the Assad administration said it would give up its chemical weapons, USA officials now believe that the Syrian government has re-established its use of the weapons.

The war also led to the emergence of the Daesh terror group, which seized control of large parts of Syria and Iraq in 2014 but has since lost much of the territory it once controlled.

Earlier this week, Syrian Ambassador to Russia Riyad Haddad told Sputnik that more frequent visits by Muallem to Moscow would be a natural result of an increasingly hard situation in the region. -Russian dispute concerns culpability for the chemical weapons, broader disagreements over everything from Ukraine to Russia's support for once-fringe candidates in European elections are among other sore points.

"There was no order to make any attack, we don't have any chemical weapons, we gave up our arsenal a few years ago", he said.

Tillerson was greeted frostily in the Russian capital as Lavrov began their meeting Wednesday by demanding to know America's "real intentions".

Trump and others have indeed threatened similar action.

They have said the attack in Idlib province, which killed more than 80 people, was either a rebel provocation or the result of Syrian planes hitting a rebel weapons factory. "I would like to think that they didn't know, but certainly they could have", Trump said. "But we're going to see what happens", Trump told the news conference.
