The vice foreign minister went so far as to put a preemptive nuclear strike on the table. "It's not the DPRK but the US and Trump that makes trouble".

"We've got a powerful nuclear deterrent already in our hands, and we certainly will not keep our arms crossed in the face of a USA pre-emptive strike", he said.

"It could happen at at time and at a place where the headquarters deems necessary, it will take place".

In a statement on official news agency KCNA, the North's Korean People's Army said Trump had "entered the path of open threat and blackmail against the DPRK". "It suggests a commitment to this programme", said Pollack.

China has attempted to play the mediator in the growing war of words between the USA and the DPRK but has had little success in prevailing upon the parties to show restraint and come together for talks.

"Trump is always making provocations with his aggressive words".

It has carried out five nuclear tests -- two of them past year -- and multiple missile launches, one of which saw three rockets come down in waters provocatively close to Japan last month.

There had been concern North Korea might decide to mark the occasion with a nuclear or missile test, but it never materialized. The adviser, who spoke on condition of anonymity to discuss the administration's initial understanding of the launch, said there was no expected response from the Trump administration because there was no need for the U.S.to reinforce the failure.

How much such comments are bluster, or how realistic they are, is hard to gauge.

"Therefore, we call upon all the parties, no matter verbally or in action, to stop provoking and threatening each other and not to allow the situation to become irretrievable and out of control", Wang said.

China says tension over North Korea has to be stopped from reaching an "irreversible and unmanageable stage".

"Once a war really happens, the result will be nothing but multiple-loss. If a war actually occurs, no one will be the victor", Wang said. That attack alarmed the North and was condemned as "unpardonable" by Pyongyang, which counts Syria as an ally.

Kim, a 30-something leader who took power in late 2011, emphasizes nuclear weapons as the foundation of his national defense strategy.
