Oleg Alexeyev, 53, who trains sniffer dogs for the police, went to the Technological Institute station Tuesday morning to lay flowers in the memory of those who died nearby.

Authorities have said Russian-born Akbarzhon Dzhalilov, 22, who hails from the largely Muslim-populated Central Asian nation of Kyrgyzstan, is the man responsible for carrying out Monday's deadly bomb blast that killed 14 aboard a crowded train in Russia's second largest city.

His DNA was also found on a second, shrapnel-packed explosive device that was found at another station and safely defused, the country's Investigative Committee said in a statement.

The two security sources said that the explosives discovered at the building, in the east of the city, bore similarities to a bomb which was found on Monday inside a fire extinguisher at St Petersburg's Ploshchad Vosstaniya metro station.

The Kremlin spokesman says intelligence agencies will look into the fact that Monday's subway blast in St. Petersburg happened while President Vladimir Putin was in town. Thousands of miles to the east, authorities in the former Soviet republic of Kyrgyzstan identified one suspect as a Kyrgyz-born Russian citizen. His remains were found at the scene of the blast, but it was not clear if he is included in the official toll of the attack.

"Orders have been given to return (the evacuated) residents, everything is safe up to the seventh floor", he continued, adding that police were still searching the building's eighth and ninth floors.

One of those stations was closed by a bomb threat Tuesday and again on Wednesday as officials checked for anything suspicious.

Jalilov's parents, who live in the southern Kyrgyz city of Osh, were questioned there by Kyrgyz authorities on April 4 and were then flown to St. Petersburg. So far, no-one has claimed responsibility for the blast.

Russian media said Dzhalilov worked with his father in a auto fix shop and then became a cook at one of the city's many sushi bars. "You begin to feel the thin line about life and death", he said.

Patriach Kirill, head of the Russian Orthodox Church, led a service at Moscow's main cathedral on Tuesday for the bombing victims.

The attack follows a long string of bombings of Russian planes, trains and transportation facilities.

"We see that, unfortunately, the situation is not improving", he said.

In Wednesday's sweep in St. Petersburg, law enforcement agencies arrested seven Central Asian migrants who are suspected of acting as recruiters for the Islamic State and the al-Qaida's branch in Syria.

"Jointly with the Russian Federal Security Service and the Interior Ministry, six people in St. Petersburg and two in Moscow have been detained in connection with the terrorist attack today, on April 6".
