US President Donald Trump has said its "certainly possible" though "probably unlikely" Russian Federation knew about the Syrian chemical attack in advance, adding relations between the US and Russian Federation were tenuous.

He today said Russian Federation "certainly could have" known about the chemical attack before it was launched last week, but added he'd like to think Vladimir Putin's government were not forewarned.

One of his deputies went further, telling Russia's state-owned news agency: "In general, primitiveness and loutishness are very characteristic of the current rhetoric coming out of Washington".

"We need to attempt to put an end to this steady degradation", Tillerson said.

"It's deplorable, and we regret what is going on, but we can do little except asking to back accusations with facts", Lavrov said.

Any expectations of an easy rapport have crashed into reality amid the nasty back-and-forth over Syria and ongoing United States investigations into Russia's activity connected to the USA presidential election.

It was a grim assessment that echoed the words of the president's top diplomat, Secretary of State Rex Tillerson, who left an nearly two-hour meeting with Russian President Vladimir Putin in Moscow declaring the countries had reached a "low point" in relations.

Lavrov called for an "unbiased and frank investigation" of the attack by the Organization for the Prohibition of Chemical Weapons (OPCW).

In the interview, Assad repeatedly insisted that Syrian forces gave up their arsenal of chemical weapons in 2013, AFP reported.

Lavrov also says that Russian President Vladimir Putin could restore a military hotline with the US if Washington focuses on fighting the Islamic State and other extremist groups.

Mr Lavrov also noted that many key State Department posts remain vacant since the new administration took office - a point of sensitivity in Washington. Trump said Assad wouldn't be a problem if not for Russia's support.

The only concession that Tillerson appeared to have extracted from the Russians was that Putin offered to restore a hotline aimed at avoiding accidents in the air over Syria, said the report.
