Thermonuclear war may break out anytime: North Korea's United Nations deputy representative

North Korea's United Nations ambassador condemned the USA naval buildup in the waters off the Korean Peninsula, plus the U.S. missile attacks on Syria.

North Korea will continue to test missiles regularly and any military action against it by the United States would prompt "all out war", a senior North Korean official has told the BBC.

Kim In Ryong called the news conference to reject the U.S.'s open meeting request of the security council.

MARGARET WARNER: But at the United Nations, the deputy ambassador from North Korea, officially the Democratic People's Republic of Korea, or DPRK, was defiant.

"If the United States dares opt for a military action (...) the DPRK is ready to react to any mode of war desired by the Americans", Kim told a news conference at UN headquarters in NY.

But Lavrov also chided the American vice president for "implying a threat of unilateral use of force that is a very risky course". "All options" are on the table, Pence emphasized, adding that diplomatic solutions are obviously preferable.

However, the big question is what will the Trump Administration now do?

Until recently, it has been Trump's confrontational tone that has drawn attention rather than his action. His national security adviser, H.R. McMaster, said the USA would rely on its allies as well as Chinese leadership to resolve the issues with North Korea.

"There is both greater unpredictability and decisiveness from President Trump", said Victor Cha, the director of Asian Studies at Georgetown University and a former adviser to President George W. Bush.

"President Trump has made it clear that the patience of the United States and our allies in this region has run out and we want to see change", he said.

And because the agreement already went into force, nothing the United States can do - even pulling out - can nullify the accord. Under the pact, the United States committed to reducing its emissions by 26 to 28 per cent from 2005 levels by 2025.

"Strategic patience signaled indecision and predictability - not a good combination in Trump's eyes", Cha said.

"Just in the past two weeks, the world witnessed the strength and resolve of our new president in actions taken in Syria and Afghanistan", he said.

The North, which is intent on developing a nuclear-tipped ballistic missile capable of reaching the mainland United States, defied worldwide pressure Sunday with a test that failed immediately after launch.

North Korea conducted two nuclear tests and 24 ballistic missile tests last year, defying six Security Council resolutions banning any testing, and it has conducted additional missile tests this year including one this past weekend that failed.

Pence arrived in Tokyo from South Korea, where he assured leaders of an "iron-clad" alliance with the United States in the face of the reclusive North, which has conducted a series of missile and nuclear tests in defiance of U.N. sanctions. But if the Chinese are unsuccessful, the USA will move to increase pressure on North Korea on its own.

Former President Obama, too, tried to persuade China to use its influence over Pyongyang.

Concluding a visit to South Korea that was mostly focused on the North Korea problem, Mr. Pence told business leaders in Seoul earlier on Tuesday that the administration is taking a fresh look at trade agreements as part of its "America First" policy.

"Under the current stringent circumstances, we will maintain a high level of alert and take all possible measures", Abe said at a House of Representatives committee meeting. Monday afternoon, Chinese Foreign Ministry spokesman Lu Kang called for the resumption of "multi-party negotiations that ended in stalemate in 2009", according to The Associated Press.
