Attorney General Jeff Sessions said in a memo also filed to the court that the Justice Department will review all consent decrees and other police reform agreements that are in place with more than a dozen cities.

Officials in Baltimore, Chicago, and Ferguson, for example, are outraged or at least disappointed that the feds appear to be backing away from their commitments to improve local policing". Sessions writes that local control and accountability are necessary for local policing.

This is a departure from the reforms undertaken by the Obama administration under Eric Holder and Loretta Lynch, who made local police department reform a priority of their Justice Departments.

The Justice Department on Monday asked the judge overseeing the plan, called a consent decree, to postpone for 90 days a hearing scheduled for Thursday.

If granted, the request would effectively stall a process that could lead to a sweeping overhaul in the policies and practices of the Baltimore police force.

"We need to help police departments get better, not diminish their effectiveness, and I'm afraid we have done some of that", Sessions told a gathering of state attorneys general. So, while I suspect Sessions will likely end up reneging on ongoing Justice Department probes initiated under Obama, he is pouring fuel on the fire of civil rights resistance. Consent decrees are aimed at "patterns and practices" within troubled police departments.

Justice Department spokesman Ian Prior declined comment. Baltimore officials say they don't want any delays. The Justice Department had asked this week for a delay to review the proposed consent decree, negotiated by the Obama administration. At the New Orleans City Council's Criminal Justice Committee meeting April 5, NOPD Superintendent Michael Harrison says his department - "consent decree or not" - is committed to ensure it's a "leader in policing in every aspect".

Maryland Public Defender Paul DeWolfe said the agreement is "insufficient" because it doesn't adequately ensure transparency in prosecutions.

"The memo is disappointing to say the least", Jeffery Robinson, deputy legal director of the ACLU, told The Intercept. In a joint statement with Chicago Police Superintendent Eddie Johnson Monday, Emanuel said Sessions' memo will not stop CPD from implementing reforms.

As one of the final acts of Obama's administration, the Justice Department issued a report of the Chicago Police Department after a 13-month review.

"The closest thing I've seen to justice is this consent decree", he said. According to both Police Commissioner Kevin Davis and Mayor Catherine Pugh, the city is eager to continue those reforms.

The Justice Department is also certain to review its determination that the Chicago police force was systematically abusive, following a series of police shootings of minorities. "It will take all of us - city government, the Police Department, and the families and residents of our great city - to see this reform process through".

"My reaction when I read it was, 'Oh my God the sky is falling, we worked so hard on that agreement, '" said Amanda Marshall, the U.S. Attorney for OR at the time the settlement was reached. The review was prompted by the death of Freddie Gray, a 25-year-old black man whose neck was broken in the back of a transport wagon, and whose death roiled the city.
