Senators reject proposal to cut taxes in road-funding bill

The original bill, which was proposed by Republican Rep. Chris Paddie was created to establish statewide regulations on the popular ride-hailing services that would require annual criminal background checks for drivers that are less strict than those some municipalities have adopted. "This is a difference between the senate bill and the house bill right now, and I look forward to working with our partners in the house along with you all to make sure that we arrive at appropriate place for this bill". The Legislative Budget Board estimates about 96 percent of districts and 98 percent of students would see more money under the bill.

State Rep. Dan Huberty succeeded at a hard task Wednesday: getting the Texas House of Representatives to vote for legislation overhauling the funding system for public education, without a court mandate.

HB 549 has been a longtime priority for the Coalition of School Board Members, which has tried for years to pass a bill including numerous measures.

"I don't think most people, especially a teacher who has too many kids in their class, who has to deal with kids, who loves those kids is the person we should be putting an additional burden on", said Goodman.

"Rather than eliminating the Top 10 Percent Rule, this change in the committee substitute would keep the policy in tact but provide flexibility to UT-Austin and Texas A&M [University]", Seliger said during the meeting.

Texas educates 5.3 million-plus public school students, more than any state except California, but has endured almost 50 years of legal battles, with the Legislature frequently cutting classroom budgets and school districts responding with a series of lawsuits.

Chris Wallace, president of the Texas Association of Business, a group that's fought HB 2899 and its stringent Texas Senate counterpart, Senate Bill 6, told the committee about the threats he feels bathroom legislation poses to the businesses he represents. HB21 increases the basic allotment given per student in lieu of a transportation allotment. It works to equalize how much state money school districts across Texas receive.

The Oklahoma House has passed legislation to repeal the trigger that would lead to a cut in the state's individual income tax rate.

"And we thought that was the wrong approach". "It's the foundation of our state", Huberty said. Parents and educators who testified wanted a few new provisions added in.

As lawmakers debate possible reforms to the school finance system this week, they might decide whether to continue offering extra money to districts like Texas City ISD, which past year was forced to annex a struggling district next to it.

Senate Bill 640, which passed by a vote of 23-8, would end a years-long ban on home-schooled students from playing with public school teammates.
