Donald Trump has said US-Russia relations might be at "an all time low", after the two countries clashed over the future of Syria and Russia vetoed a United Nations resolution condemning the chemical attack there. But in a Fox Business Network interview, the USA president said he wouldn't intervene militarily against Assad unless the Syrian leader resorts to using weapons of mass destruction again.

The attack is the latest diplomatic flashpoint between the West and Russian Federation, which backs Syrian dictator Assad, whom the Americans blame for gassing a rebel-held town and killing scores of people, including more than 30 children.

Tillerson's comments echoed televised remarks by Putin, who earlier on Wednesday said the trust between the two countries had "deteriorated" since Donald Trump was elected U.S. president.

"Frankly, Putin is backing a person that's truly an evil person", Trump said, referring to Assad.

"It would be a fantastic thing if we got along with Putin and if we got along with Russia", Mr Trump said.

Before meeting Putin, Tillerson received a chilly reception from Lavrov, who told Tillerson that Russian Federation was trying to understand the "real intentions" of the Trump administration.

Russia's U.N. Ambassador Vladimir Safronkov told the council before the vote that during talks earlier Wednesday in Moscow Russia asked for an independent global investigation to examine the April 4 attack on Khan Sheikhoun that killed almost 90 people. But any such expectations have crashed into reality amid the nasty back-and-forth over Syria and ongoing US investigations into Russia's alleged interference in America's USA presidential election.

Russian Federation has vetoed a Western-backed Security Council resolution that would have condemned the reported use of chemical weapons in a town in northern Syria and demanded a speedy investigation.

Lavrov blasted USA claims that it has "irrefutable evidence" of election interference.

"I won't hide the fact that we have a lot of questions, taking into account the extremely ambiguous and sometimes contradictory ideas which have been expressed in Washington across the whole spectrum of bilateral and multilateral affairs", Mr Lavrov said.

"I think Russian Federation has a choice to make whether they continue to support the Assad regime or whether they stand with the global community", Trudeau said Wednesday.

He added it was "highly likely" the Assad regime was behind the chemical attack, which prompted the U.S. to attack a regime airbase in retaliation. USA intelligence agencies have said similar. He said working groups would be established to improve U.S.

The dim view of U.S. "We consider it of utmost importance to prevent the risks of replay of similar action in the future".

But he reversed his position at the conference, telling journalists: "I said it was obsolete".

The horrific images of children dying from poison gas, which reportedly pushed Trump to take the action he did, are also at play in the support Trudeau appears to have even within the Liberal caucus.

Allegations of collusion between Russian officials and Trump campaign associates also have weakened Trump's ability to sweeten any offer for greater cooperation, such as by easing economic sanctions on Moscow related to its 2014 annexation of Ukraine's Crimea region and support for pro-Russian separatists in eastern Ukraine.
