Government Shutdown 2017: What's the likelihood Congress passes a budget plan?

The White House said Wednesday that it would drop its opposition to a subsidy for low-income people in the Affordable Care Act, known as Cost Sharing Reductions, a funding stream that the Trump administration had threatened to stop. Thus, Democrats have some leverage to try and get the CSR payments included.

The wall US President Donald Trump ordered to be constructed along the US-Mexico border is not going to be built, Representative Joe Crowley said in a press conference on Wednesday. Democrats had for weeks signaled a lack of support for any spending bill that included money for Trump's pet project.

The "big win", however, remains elusive, as media critics jaw about the Trump White House's inexperience with the ways of Washington, DC, and the befuddled House Republicans, who suddenly have to lead after years of obstruction.

The latest Washington Post/ABC News poll showed that Republicans are committing an act of political suicide if they support this bill, "Indeed, our poll finds that independents oppose the EHB provision, 67-28; and they oppose the preexisting conditions provision, 71-27".

You've signed up to receive emails. "We've now made progress on both of these fronts", House Democratic Leader Nancy Pelosi said.

GOP leaders submitted the new offer Tuesday afternoon to appease Democrats, whose votes are needed to avert a shutdown of federal agencies, several House and Senate aides said.

The Trump administration likely will seek money for the wall in legislation funding the government for the fiscal year starting October 1, but lawmakers are likely to balk again. And some Democrats, who had insisted the legislation contain guarantees that the Trump administration continue healthcare subsidies for millions of low-income people enrolled in Obamacare, no longer appear willing to slow down the legislation for this.

If including that provision in a federal spending bill would threaten passage, it's hard to imagine a scenario where Republican lawmakers would fight tooth and nail to include it to please Trump while risking a government shutdown. On the same day, a plan to adjust the House replacement of Obamacare is taking shape, after conservative members of the House Freedom Caucus have drafted adjustments to the legislation. Dent is another leader of the Tuesday Group and is considered a good gauge of the views of many of its roughly 50 members.

Ryan told reporters on Wednesday that a proposal that would allow states to get federal waivers to ignore certain coverage requirements, helps secure consensus.

U.S. Sen. Tim Scott, R-S.C., said he expects Congress to pass an extension of "at least a week" to avoid a shutdown Friday.

Mulvaney added Trump's administration has no intention "to back down" from the president's pledge to build a border wall. "Either we come to an agreement or don't, but they seem to be working now to get an agreement". "We're hoping to reach an agreement in the next few days on how to process the entire bill through September 30, and I don't want to speculate about whether that can actually clear this week", Sen. In the case of Trump, the lawsuits are asking the U.S. Secret Service to release its information on people who visit any of Trump's personal properties while he is there.

The government has been running on stopgap funding since October 1, or almost seven months.

A day earlier, McConnell told reporters Republicans are "hoping to reach an agreement in the next few days", but he declined to speculate about a weeklong continuing resolution some lawmakers predict will be necessary.

Republican Rep. Chris Collins, R-N.Y., summed it up more succinctly, speaking to reports off the House floor.
