"These documents raise grave questions about why General Flynn concealed the payments he received from foreign sources after he was warned explicitly by the Pentagon", said Rep. Elijah Cummings, the top Democrat on the House oversight committee, in a statement.

The Pentagon has in the past advised retiring officers that because they can be recalled to military service, they are subject to the Constitution's rarely enforced emoluments clause, which prohibits top officials from receiving payments or favors from foreign governments.

Rep. Elijah E. Cummings, the ranking Democrat on the House Committee on Oversight and Government Reform, released new documents relating to Flynn, who was sacked by Trump from his position as National Security Advisor for lying to Vice President Michael Pence about his communications with Russian Ambassador Sergey I. Kislyak.

Flynn received at least $33,750 for his appearance in Moscow in 2015 for RT's anniversary celebration, a gala where Flynn sat next to Russian President Vladimir Putin.

The Pentagon has started an investigation into whether President Trump's former adviser Michael Flynn received payments from firms connected to the Russian government. "DIA's letter actually confirms, in a terse section that is partly redacted, that General Flynn provided information and documents on a thumb drive to the Department of Defense concerning the RT speaking event in Moscow, including documents reflecting that he was using a speakers' bureau for the event". It also mentions that Flynn submitted a thumb drive with information about a presentation he made in Russian Federation through his speakers bureau.

Both Spicer and Flynn's attorney have said that the Pentagon knew of Flynn's visit to Russian Federation.

Being aware of the trip and approving the trip are not the same thing, however. He called on the DIA to release the unredacted letter and details of the briefings. The Army had no record of Flynn seeking permission for that arrangement, military officials said. Alptekin is not a part of the Turkish government but has links to it.

At the heart of the Pentagon's investigation are payments Flynn received from Russian and Turkish interests. Flynn is the majority owner and chief executive of the Flynn Intel Group.

On Thursday, White House press secretary Sean Spicer rebuffed criticism from Cummings that the White House was covering up.

"If they think there's wrongdoing, then the department's inspector general should look into that", he said.

After leaving the military, Flynn opened a government relations company and became a top adviser to the Trump campaign past year.

"I guess my only point is to explain how the process works and who adjudicated that", he added when asked to clarify.

"General Flynn was a career military officer who maintained a high-level security clearance throughout his career in the military". And Spicer indicated that beyond checking that Flynn had a security clearance, the Trump administration did not do much vetting of him - something that new administrations typically do.

A Pentagon spokesman confirmed that on April 4 the Defense Department's inspector general began an investigation into Flynn's alleged violations of the emoluments clause.

The White House recently told the committee that documents the lawmakers sought would not be turned over because they contained classified information or were not relevant to the committee's investigation.

The Pentagon inspector general is investigating whether Flynn "failed to obtain required approval" to accept those funds, acting Inspector General Glenn A. Fine wrote in an April 11 letter to the House Oversight Committee, which is investigating Flynn's foreign business ties.

Rep. Jason Chaffetz, R-Utah, the committee chairman, separately released a letter that asked the acting Army secretary for a "final determination" as to whether Flynn had violated the law regarding the foreign payments.

Two Republican members who emerged Thursday from the room with the documents about Flynn brushed off questions from reporters.

Democrats, including a Cummings spokeswoman, pushed back on the idea they hadn't worked with Republicans on the committee. "We informed them this morning that we would be releasing these documents today".
