That was two days after Rosenstein named former FBI Director Robert Mueller as a special counsel to investigate possible coordination between Russian Federation and the Trump campaign to influence the 2016 presidential election.

Senators said that Rosenstein steered clear of specifics while making clear that Mueller has wide latitude to pursue the investigation wherever it leads, potentially including criminal charges.

A special counsel is empowered to conduct the investigation independent of the Justice Department hierarchy, with a dedicated staff of his choosing.

Democrats and Trump's fellow Republicans have requested an independent probe on the 2016 USA election, following talks about Russian Federation influencing the outcome of the election that favored Trump against Democrat Hillary Clinton.

Deputy U.S. Attorney General Rod Rosenstein said Thursday in his opening statement that he learned on May 8 of Comey's imminent dismissal.

"That was a poor, poor performance", Trump said. Mark Warner, a Virginia Democrat running the Senate investigation said of the special counsel news: "I think it means our investigation is more important than ever".

The chairman of the Senate Intelligence Committee, Republican Richard Burr, said Flynn's lawyer told the panel he would not honour its subpoena seeking relevant documents. The rest of House leadership and rank-and-file members were in the dark, but a Justice Department official did reach out directly to Speaker Paul Ryan shortly before the announcement to let him know of the special counsel appointment, according to a GOP source.
