Manchester Attack: ISIS Claims Responsibility as Police Arrest 23-Year-Old Man

Greater Manchester Police said in a statement: "With regards to the ongoing investigation into last night's horrific attack at the Manchester Arena, we can confirm we have arrested a 23-year-old man in South Manchester".

In what appeared to be an unrelated incident Tuesday, police evacuated a large shopping center in Manchester that was rebuilt after an IRA bombing in 1996.

MANCHESTER, England (AP) - A suicide bomber blew himself up as young concert-goers left a show by the American singer Ariana Grande in the northern English city of Manchester, killing at least 22 people, some wearing the star's trademark kitten ears and holding pink balloons as they fled.

US singer Ariana Grande had just finished the concert at the Manchester Arena, the largest indoor arena in Europe with capacity for 21,000 people, when the bomber set off his device.

Prime Minister Theresa May said from the steps of her official residence at 10 Downing Street in London that the incident was being treated as a terrorist attack and the public response was showing the best of Britain.

A further 59 victims were injured in the attack and treated at eight hospitals across Manchester. The campaign for the elections on June 8 was also stopped.

"Even in the minutes after the attack, they opened their doors to strangers and drove them away from danger", Burnham said at a news conference. "Everyone stopped and I turned to my friend and said "we need to run", he said.

It also revived memories of the November 2015 attack at the Bataclan concert hall in Paris in which armed men wearing explosive belts stormed in and killed 90 people.

"All our thoughts are with the victims and the families of those who have been affected".

Earlier in the day, BBC had reported the arrest of a 23-year old man in connection with the blast in Machester.

More than 400 officers were involved in the operation overnight. German Foreign Minister Sigmar Gabriel went on Twitter to express her feelings on the tragedy and said, "Terrible news from Manchester! They're losers, and we'll have more of them".

Numerous fans at the concert were young people.

"It is a heartbreaking moment for our country, and our thoughts are with the families and friends of those who have lost their lives and with those who are injured".

Authorities estimated that around 50 people were injured in the blast and were looking into the possibility that the blasts were the work of a suicide bomber. This great city is today demonstrating to the world the true spirit of Manchester. She said on Good Morning Britain, on ITV, that she "can't get through to [Olivia]".

The explosion is the worst attack in the United Kingdom since 52 people were killed in the 7/7 London bombings in 2005.

But we can continue to resolve to thwart such attacks in future, to take on and defeat the ideology that often fuels this violence, and if there turn out to be others responsible for this attack, to seek them out and bring them to justice.
