The Trump administration's budget proposal would convert some of the United States' foreign military grants to loans, affecting several countries, including Pakistan.

Mulvaney, in defending the budget, made a frank admission: "This is, I think, the first time in a long time an administration has written a budget through the eyes of people who actually are paying the taxes".

The budget, which is more a statement of policy than an actual guiding document because of its likelihood to get passed on Capitol Hill, does signal how Trump views government.

U.S. Rep. Scott Taylor, R-Virginia Beach, will not comment on the Trump budget proposal, the congressman's press secretary said, until after he meets with Director of Office of Management and Budget Michael Mulvaney Wednesday. The president's budget calls for limiting current eligibility to receive subsidies for buying food, as well as some new work requirements to receive help.

The White House pushed back against some of the criticism on Tuesday, specifically taking issue with Democrats' claims that the budget is unreasonable because it requires a 3 percent economic growth rate to balance over 10 years.

The budget also seeks $65.3 million to support HUD's fair housing mission, which the department noted was the same funding level provided in the last three years, and it provides $2.25 billion to help local communities meet the housing needs of homeless individuals and families.

President Donald Trump had vowed on the campaign trail to not make any cuts to Medicaid.

The Medicaid healthcare plan for the poor is slated for about an $800 billion cut, reversing the expansion that former Democratic President Barack Obama's signature Affordable Care Act, popularly known as Obamacare, brought to Republican states like West Virginia, Arkansas and Kentucky with large populations of poor people.

"All POTUS budgets are", he tweeted.

"Proposals to shift costs and responsibilities to state governments, masqueraded as giving states greater flexibility, would undermine California's hard-fought-for fiscal health and force state leaders to reduce vital services and supports for millions of Californians struggling to make ends meet", said Chris Hoene, executive director of the California Budget and Policy Center, a nonprofit that advocates for the state's low-income residents. Trump has proposed stopping those payouts once veterans are eligible for Social Security retirement benefits, arguing the practice now amounts to "the duplication of benefits".

Among those key promises was to dismantle the Environmental Protection Agency, and Trump's proposed budget attempts to do just that by slashing the agency's budget by 31 percent in 2018 to $5.65 billion.
