Trump's full $4.1T budget seeks more border, immigration money

"This is the budget designed by the corporate lobbyists Trump has brought into his administration to short circuit environmental protections to pad the profits of millionaires and billionaires", said Ben Schreiber, Friends of the Earth's senior political strategist.

The primary driver of savings in Mr. Trump's budget comes from more than $800 billion in cuts to Medicaid, the federal-state health program for the poor, despite a pledge from the president on the campaign trail not to touch the program.

The Trump budget would eliminate the Obama administration's TIGER grant program, saving $5 billion over 10 years in the program that has funded transit projects.

The budget does feature one major new domestic initiative - offering paid parental leave at a projected cost of $25 billion over the next decade. John Cornyn, R-Texas, said as he predicted the Medicaid cuts wouldn't survive the Senate.

Trump's balanced-budget goal depends not only on the growth projections but also a variety of accounting gimmicks, including an nearly $600 billion peace dividend from winding down overseas military operations and "double counting" $2.1 trillion in revenue from economic growth - using it to both pay for tax cuts and bring down the deficit. On Tuesday the White House releases its ideas for the remaining $3 trillion or so in federal spending, including large-scale entitlements such as Medicaid, and the early indications are that the priorities embodied in this sequel will be no more humane or rational. The announcement surprised oil markets and briefly pulled down USA crude prices.

Namely, it suggests that the economy is going to ramp up rather quickly in the next several years to 3 percent annual economic growth - that's about double the growth rate we saw last year - and that it would sustain that 3 percent growth rate for the better part of a decade.

Here's how the White House attempted to explain all of this.

Office of Management and Budget Director Mick Mulvaney tells reporters President Trump is "dead serious" about building a border wall.

"Meals on Wheels, even for some of us who are considered to be fiscal hawks, may be a bridge too far", Mr. Meadows said, referring to one popular program slated for cuts in the budget. Joe Manchin say the budget would essentially eliminate the Appalachian Regional Commission, which got $120 million previous year.

The proposed budget, for the fiscal year that begins October 1, was being delivered to Congress Tuesday, setting off an extended debate in which Democrats are already attacking the administration for trying to balance the budget on the backs of the poor.

It also completely eliminates the country's flagship program of worldwide food aid, called Food For Peace.

"We need people to go to work", he said Tuesday. He would also cut billions of dollars in public housing funds.

The government hasn't run a surplus since 2001, and deficits spiked during former President Barack Obama's term in the aftermath of the global financial crisis.

The budget does not call for big changes to the Social Security retirement program or Medicare, which Trump promised during the campaign to preserve.

The Trump proposal assumes the State Department will maintain its current structure, though Tillerson has said he wants to restructure the agency and find efficiencies.

Programs like food stamps (SNAP), Children's Health Insurance Program (CHIP), Social Security Disability Insurance (SSDI), and Temporary Assistance for Needy families (TANF) will face sharp cuts. The budget would decimate protections for the environment and public lands, and gut Department of Energy civilian and R&D funding, sending the clean energy jobs of the future overseas to competitors like China. "Yet they were promising us 4.5 percent growth".
