Kansas lawmakers vote to increase school funding

Districts such as Frisco are hard-pressed, and some may close campuses because they're losing "hold harmless" money this September, said chief House school policy writer Dan Huberty, a Houston Republican, and Ken King, a GOP member from Canadian in the Panhandle.

But Huberty, who has a son with special needs, says it's about standing up for all of Texas' 5.3 million public school kids and coming up with a funding solution to a school finance system that's been deemed "broken". West Virginia lawmakers received a 2018 budget bill from Gov. Jim Justice on Tuesday, the seventh day in the Senate for a special session called for the objective of setting the budget. It comes three weeks after the House passed the legislation with only Republican votes, and as Senate Republicans try crafting their own version, which they say will be different.

According to the bill, for fiscal year 2018, more than $640 million would come from the General Revenue Fund and be used "for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education". The Senate made those schools ineligible.

Alternating between angry and occasionally on the verge of tears when speaking about his dyslexic son, Huberty said on the House floor Wednesday that the Senate "stripped the bill of all the solid policy work". Larry Taylor of Friendswood, the Senate version was designed for only about 6,000 special education students maximum to be eligible. "There won't be a conference committee", he said. The House adopted Zerwas' proposal, 101-45.

Some senators warned that school finance reform won't ever pass unless school choice is part of the picture.

The House-offered compromise, which Republican state Rep.

"I've been a big believer that we need to scale the credits up for the older folks, and I think that supports it", he told reporters. That could entail, he said, propping up Obamacare until a Republican plan is implemented.

"We'll use that sort of as a backdrop against which to plan some of our Senate options", said No. 3 Senate GOP leader John Thune of South Dakota.

"There is no money in the bill" for slightly enhanced school funding, said Zerwas, a Richmond Republican. More than 40 public education advocacy groups sent letters to all Senate offices asking them not to vote for the bill, before the Senate voted to approve the bill.

Senate Majority Leader Mitch McConnell said Wednesday that he doesn't know how Senate Republicans will secure a majority of votes to pass legislation to repeal and replace Obamacare.

The House bill would relax numerous Obama statute's consumer protections, kill its mandate that people buy coverage, trim federal subsidies for insurance purchasers and cut the Medicaid program for lower-income and disabled people.

The Senate's changes to HB 107 also would end state income taxes on military pensions and Social Security benefits, similar to the House version that passed Friday by a 74-17 vote. Parents and educators who testified wanted a few new provisions added in.
