Another possible link under investigation is whether Abedi had ties to Raphael Hostey, a jihadist recruiter who was killed in Syria, the officials said.

It is unclear the extent to which authorities in the USA and United Kingdom were aware of Salman Abedi before his attack, though the Daily Telegraph reported that officials were warned at least five times about potential danger.

Suicide bomber Abedi was born in Britain to a Libyan family, grew up in Manchester's southern suburbs and once attended Salford University there.

The Independent reported one device was blown up in a controlled explosion.

"The concern is that there may be others out there who helped him to make the bomb".

In a Facebook post, the Special Deterrence Forces, which operates out of a former U.S. military base, said that Hashem had been an ISIS member, had been involved with the Manchester plot, and was en route to withdrawing 4,500 Libyan dinars (about US$560) sent by Salman when he was arrested Tuesday night by the militia.

CIARAN JENKINS, ITN: This is now a hunt for Salman Abedi's accomplices, armed police and special forces forcing their way into a Central Manchester property earlier.

Prime Minister Theresa May was due to chair a meeting of Cobra, the government's emergency response committee, on Thursday morning, a spokesman for her office said, according to Reuters.

Asked about reports that Abedi had recently returned from Libya, Rudd said she believed that had now been confirmed. His name first surfaced in USA media reports on Tuesday, based on briefings given to US officials by their counterparts in London. Rudd said Britain's operational security could be harmed by the leaks, taking "the element of surprise" away from security services and police.

Asked whether the US leaks had compromised the investigation, she said: "I wouldn't go that far but I can say that they are perfectly clear about the situation and that it shouldn't happen again".

In addition to those killed in the concert attack, Manchester officials raised to 119 the number of people who sought medical treatment after the attack.
