Manchester bomber was 'likely' acting with others

The suicide bomber who killed 22 people at the Manchester Arena on Monday was exploiting a security vulnerability or soft spot that allowed him to walk into a crowd unchecked and detonate his device.

It was the deadliest terrorist incident to hit the United Kingdom since the July 7 attacks in London in 2005 and sparked a nationwide security operation amid fears further strikes could be imminent.

In a statement released by the National Police Chiefs' Council, a spokesman for National Counter Terrorism Policing said: "We greatly value the important relationships we have with our trusted intelligence, law enforcement and security partners around the world".

A fifth man who was carrying a suspect package was then detained in Wigan, northwest of the city.

As yet no-one has been charged in the case and authorities have not identified the suspects. The neighborhood has been home to numerous individuals who have been convicted of terrorism charges or died fighting for terrorist groups overseas.

Abedi's 23-year-old brother Ismail was arrested in Manchester on Tuesday.

The Associated Press reports the brothers' father, Ramadan Abedi was also arrested in Libya, but did not offer a reason.

A French official has confirmed that Abedi traveled to Syria.

Troops will fan out at sites such as Buckingham Palace, Westminster and foreign embassies in London to free up armed police for anti-terror duties.

Professor Peter Neumann, director of the ICSR at King's College London, said the emerging "crime-terror nexus" was making radicalisation harder to spot for security services.

Earlier, interior minister Amber Rudd said the bomber had recently returned from Libya.

The minister said she was "not surprised at all" that Islamic State jihadists had claimed the attack but said there was no information yet to confirm the extremist organisation's active direction.

A Whitehall source said: "British officials and ministers are making it clear to their USA counterparts that these leaks from within the system are completely unacceptable".

A European security official said "having a US leak when the situation has developed in the nothing new".
