Residents continued to place floral tributes to the dead and injured as police arrested a man at a house near Abedi's home.

The Manchester bombing has raised concern across Europe.

Many at the concert were young girls and teens enthralled by Grande's pop power - and those who died included an 8-year-old girl.

Britain's official terror threat level has also been raised to "critical", the highest level, late on Tuesday.

"I checked his two passports and there wasn't anything in them, he didn't travel to Syria", he said.

Monday's blast marked the deadliest terror attack on British soil since the 2005 London bombings, which killed 52 people.

Rudd earlier slammed the U.S. for leaking several details on the attack investigation as "irritating" and asked them to stop. An initial deployment of 984 had been ordered, first in London and then elsewhere.

Soldiers were seen at the Houses of Parliament, May's Downing Street residence and at the London police headquarters at New Scotland Yard.

Operations are also under way across Manchester as authorities try to piece together Abedi's backstory and the events leading up to the attack.

Lapan said the Homeland Security Department has shared some information about Abedi's travel with the British government, but declined to offer specifics.

The Telegraph newspaper reported that Abedi was born in Manchester and was one of four children to parents who were Libyan refugees who fled to Britain at the height of the Gaddafi regime. Officers later arrested another suspect in the town of Wigan, west of Manchester, and were assessing a package the suspect was carrying.

Greater Manchester Police said the arrest follows an armed raid on a block of flats in Blackley, in the north of the city. The O2 shows this week have been cancelled as well as all shows through June 5 in Switzerland.

The Chelsea soccer team announced it would cancel Sunday's victory parade in London to celebrate the team's Premier League title. All campaigning was suspended after the attack, although major parties said they would resume some activities on Thursday and national-level campaigning on Friday. It is unclear what, if any, involvement, Abedi's family might have had in the Manchester attack, but police are tracing the 22-year-old's path toward radicalization - and whom he might have come in contact with along the way.

On Wednesday morning Ms Rudd was asked whether she would be looking at how information sharing may have resulted in the premature release of details the British police and security services had not wanted in the public domain.
