Trump promised during the election to tear up the landmark Paris climate accord. Trump disagrees, thus the confrontation, owing to his correct belief that the climate deal would prove a barrier to economic growth.

In anunexpected announcement on Saturday, Trump who was ata summit of G7 leaders in Sicily, said he would later decide on whether the United States would abide by the 2015 Paris agreement on cutting global carbon emissions.

Several independent legal experts, as well as those who helped craft the Paris agreement, reject this view, pointing out that the edifice is built upon a series of voluntary non-binding goals submitted by countries.

More interesting here is that in their desperation to keep the U.S.in the Paris fold, Merkel and others are implicitly saying that any agreement made among leading western European countries without the US isn't worth the paper it's printed on. The exasperation of European leaders suggested they are ready to move on with or without the world's second largest emitter of greenhouse gases.

The countries voluntarily agreed to hold the increase in the global average temperature to well below 2 degrees Celsius above pre-industrial levels and also make efforts to limit the temperature increase to 1.5 degrees Celsius.

Once in power, Trump and Pruitt have moved to delay or roll back federal regulations limiting greenhouse gas emissions while pledging to revive the long-struggling US coal mines.

Judy Wakhungu, Kenya's cabinet secretary for environment and natural resources, said her government would be "very disappointed" by a US withdrawal and hoped it could be reversed.

Guterres also pledged to work with developing countries to mobilize resources to tackle the impact of climate change and strengthen efforts by small island states against "the existential threat" that global warming poses.

Asked whether Trump - who once called climate change a hoax - believes human activity is contributing to global warning, Spicer said he wasn't sure. Friends of the Earth said it would make America the world's "foremost climate villain". While it can still breathe.
