Leaving Paris accord will harm USA global influence — United Nations leader

New York Mayor Bill de Blasio said withdrawing from the accord "would be horribly destructive for the planet, the country and this city".

Everyone cautioned that no decision was final until Trump announced it. The president has been known to change his thinking on major decisions and tends to seek counsel from both inside and outside advisers, many with differing agendas, until the last minute.

Almost 200 nations, including the United States and Australia, agreed in 2015 to voluntarily reduce their greenhouse gas emissions in an effort to combat climate change.

The move comes on the heels of a war of words between Trump and the German leadership, triggered by the president's refusal to confirm US support for the deal during the recently concluded G7 summit in Italy.

Withdrawing from Paris would leave the USA alone with Russian Federation among the world's industrialized economies in rejecting action to combat climate change.

Affirmation of the #ParisAgreement is not only about the climate: It is also about America remaining the global leader. They include Apple, Google and Walmart.

The possibility of withdrawal drew disappointment from world leaders and a harsh rebuke from climate campaigners who say it would not only jeopardize the planet but go against the wishes of the majority of Americans. The Sierra Club said a USA withdrawal from the Paris deal would be a "historic mistake". Trump also got an earful from foreign leaders and Pope Francis urging him to stay in the agreement during his first global trip as president. "This notion, "I am Trump, I am American, America first and I am getting out", that is not going to happen".

During his 2016 presidential campaign, Trump blasted the accord, and called global warming a hoax aimed at weakening USA industry.

"Advisory councils simply provide advice, and attending does not mean that I agree with actions by the administration", Musk said in February.

UN Secretary General Antonio Guterres has weighed in, arguing on Tuesday that the United States should not leave the Paris Agreement.

Trump's chief economic adviser, Gary Cohn, has discussed the possibility of changing the US carbon reduction targets instead of pulling out of the deal completely.

The White House had previously indicated that Mr Trump could simply recalibrate emissions targets.

The official has insisted on anonymity in order to discuss the decision before the official announcement. It will fall to countries like Britain, Germany, China, India and France to hold the agreement together despite the loss of U.S. support, and to enhance their commitment to its targets. But on Wednesday, US coal company shares fell alongside renewable energy stocks following reports that Trump would pull out.

The emissions goals are voluntary with no real consequences for countries that fail to meet them. They said the deal would require the U.S. government to regulate greenhouse gas emissions, which would hurt business.

"President Trump has an opportunity to relieve our nation of the unfair and economically devastating requirements of the Paris Agreement, the United Nations climate treaty he pledged to rip up during the campaign", Cruz wrote in an Op-Ed for CNN.

Adds Sierra Club executive director Michael Brune: "the world should know that state and local action in the United States is moving strongly forward even in the face of Trump's historic mistake".

A frustrated German Chancellor Angela Merkel later warned that Europe "must take its fate into its own hands", citing the differences with Washington on climate change as evidence of their divergent paths.

Earth is likely to reach more unsafe levels of warming even sooner if the USA retreats from its pledge to cut carbon dioxide pollution, scientists said.

According to the Associated Press's findings, calculations show that up to 3 billion tonnes of extra carbon dioxide could be in the air within a year - enough to melt Arctic ice faster, raise sea levels, and trigger more severe weather.

He calls the expected withdrawal "a big setback".

In the question-and-answer session that followed, Guterres stated plainly that it's important for the United States to not leave the Paris agreement.

Trump has already moved to dismantle Obama-era climate change regulations, including the U.S. Clean Power Plan aimed at reducing emissions from main coal-fired power plants.

One final variable: A future USA administration could always change course on climate policy - and even try to rejoin the agreement once Trump is out of office.

A withdrawal by the United States would be disappointing but the European Union stands ready to take global leadership on the issue, European Commission Vice President Maros Sefcovic said in Brussels.
