Of the 197 nations in the U.N. Framework Convention on Climate Change, only two declined to sign the accord: Syria and Nicaragua.

White House sources characterize Trump as about 95 percent decided on pulling out of the deal, and one source says the motivation behind Wednesday's leak to Axios, which first reported the president was definitely backing out of the Paris accord, may be to force the president into making a decision on this once and for all. Today on Twitter, Tesla and SpaceX CEO Elon Musk announced that if President Trump publicly withdraws from the worldwide Paris Agreement, Musk will respond by withdrawing from all White house advisory councils. She said the agreement "honors our collective moral responsibility to leave future generations with a planet that is clean, healthy and sustainable".

Chinese Premier Li Keqiang will arrive in Brussels late Thursday for talks with EU president Donald Tusk and European Commission head Jean-Claude Juncker, with climate change at the top of the agenda.

It very likely will take place in Canada, around the same time as the United Nations General Assembly opens in New York City on September 12.

"Across the globe we have a competition for who's going to be the clean energy superpower of the 21st century and who is going to gain the economic benefits from doing that", Deese said.

The United States is the world's second-largest carbon polluter, following China.

The plan outlines a number of existing regulations to help with the goal, including Environmental Protection Agency guidelines on carbon emissions for new power plants, standards for methane emissions in oil and gas, and fuel economy standards set by the Obama administration.

Established in 1992, the UNFCCC treaty was the foundation of the Paris Agreement that had been initiated by the Obama administration. The agreement was signed by former Secretary of State John Kerry on Earth Day, April 22, 2016 on the United States' behalf.

Withdrawing from Paris would leave the US alone with Russian Federation among the world's industrialized economies in rejecting action to combat climate change.

McKenna said the rest of the world doesn't intend to sit and wait for Trump.

The official, who is involved in preparing the meeting between European Union officials and China's premier, was not authorized to speak publicly and discussed the matter on condition of anonymity because the meeting statement was not finalized. Do what I want, or I'm out of here.

"The U.S. pulling out of Paris will not stop the fight against global warming, since nearly all other countries are committed to it", said German climate scientist Stefan Rahmstorf.

The agreement itself includes pillars that involve American data, including material from NASA and other US federal departments, and if the USA walks away Vaughan said there will be gaps to fill. But Trump campaigned on a promise to nix the deal, saying it would mean stricter environmental policies that would hobble the economy and cost jobs.

News of the pending US pullout from the accord has prompted anxious reactions among European allies.
