Marchers walk 200 miles protesting for IL budget

More than a hundred protesters joined the March to Springfield for the final leg to the state Capitol on Tuesday as lawmakers attempt to hash out a budget deal before the session ends Wednesday.

Spending mandated by court orders and state statute continues at levels set by the last budget lawmakers approved in 2014, when revenues were higher. The fiscal year begins July 1.

The Illinois General Assembly is once again ending its annual legislative session without passing a budget.

Republican Gov. Bruce Rauner has insisted on a freeze on local property taxes for more than two years.

When those talks broke down, Senate Democrats made a decision to go it mostly alone, passing the bills they say they negotiated with Rauner and the Republcans.

"The governor and Republicans attacked everything coming out of the Senate", he said. He said his colleagues had "concerns" and blamed their failure to vote on a budget on Rauner - and the governor's intervention in grand bargain negotiations. "It must end now".

Senator Paul Schimpf said he's just hoping they can get some sort of stop gap in place soon. They advanced a property tax freeze. The governor says he wants to make IL a better place for business, and I've put forward an agenda of real reforms that strengthen our economy while also lifting up the middle class.

WOJCICKI-JIMINEZ: "I understand that that is happening outside of this building, but we have got to stay focused on the goal".

"Despite our good-faith effort to meet the governor halfway and find common-ground, the governor continues to move the goalposts-jeopardizing the future of our state in the process. It's time for the governor to do his job and work with us to bring an end to this harmful impasse". The situation without a budget three years running is dire - so much so that U.S. Congressman Bill Foster (D-Illinois) weighed in overnight. He hasn't even bothered to propose a balanced budget, despite the constitution saying it's his duty.

With a few hours to go on Wednesday evening, Sen. Randy Frese, R-Paloma, said. "We have been here, in session, for 5 months and we still haven't voted on the budget yet".

One would make it easier for transgender and intersex people to change the gender marker on their IL birth certificates.

"Zero minority party input to it". "They did that not to achieve a higher minimum wage, which we could have achieved. But the speaker controls time and controls movement". "It's going to require Democrat and Republican involvement". Rep. Michael Zalewski, a Riverside Democrat, said his changes would tighten up the EDGE tax incentive program.

"I'm just telling you how frustrating this is because we've done everything that he's asked", Cullerton said. "This puts them in a hard situation".

Harris said it is too early to count on savings from pension changes and that the health insurance savings has to be negotiated with unions.
