"I wish him good luck", the president said.

But while Spicer flaunted Trump's millions of followers, other White House officials have sought to delineate the difference between the tweets and official forms of presidential correspondence.

The president appears to have deleted it himself, according to one version making the rounds inside the government, reflecting his personal skepticism about North Atlantic Treaty Organisation and insistence on lecturing North Atlantic Treaty Organisation allies about spending more on defense rather than offering reassurances of any sort; another version relayed to others by several White House aides is that Trump's nationalist chief strategist Steve Bannon and policy aide Stephen Miller played a role in the deletion. Despite bipartisan complaints about his continued 140-character habit, Trump has persisted in making his views known on social media.

"It leads to confusion and the impression that the White House does not have its act together", said Bill Whalen, a research fellow at the Hoover Institution at Stanford University and a longtime Republican strategist.

Spicer tells reporters that he has "not had a discussion" with the president on the topic.

A president who understood himself to be a head of state wouldn't develop a grudge against a national security adviser who contradicted him in meetings. Trump repeated the sentiment twice Monday.

This is what it meant to take Trump "seriously but not literally" - to look at him and, instead of seeing who he was and what he wanted to do, seeing what he represented to his supporters.

White House director of legislative affairs Marc Short, meanwhile, insisted the president's efforts were "often very effective" and said Trump was elected because voters were hungry for a non-conformist candidate who would change the culture in Washington. "He works against his own interests, shoots from the hip and goes rogue from his own legal counsel", said Margaret Russell, a law professor at Santa Clara University.

Trump could undermine his counsel's legal strategy in the Russian Federation case if he says too much off the cuff. "It's social media. Please understand the difference". Every Trump tweet, no matter how reckless, destructive or lie-filled, is an on-the-record declaration by America's commander-in-chief.

That's what made her husband's Monday morning tweet so surprising.

White House officials call the president "the most effective messenger" of his agenda, and he'll continue to use social media to push his message.

A growing number of Americans, from 49 percent to 59 percent, said Trump's use of Twitter is a bad thing, including 77 percent of Democrats (up 5 points from December) and 61 percent of independents, an 18-point increase among that demographic.
