On Friday, NJ Transit released its weekday service changes that are set to be in place from July 10 through September 10 while Amtrak closes portions of tracks in July and August after several months of issues such as train derailments.

Gov. Andrew Cuomo, who controls the MTA but not Amtrak, has predicted a "summer of hell" for Penn Station users.

"Our top priority is ensuring all New Yorkers can get where they need to go as quickly and easily as possible this summer and we're taking every conceivable step to prepare for Amtrak's summer of hell", Cuomo said.

Additionally, the Amtrak-related work will take longer than eight weeks and will extend (in the form of weekend repairs) through 2018. Commuters searching for alternative ways to reach Manhattan "will crush an already overburdened subway system and clog roads and bridges", the Cuomo statement said.

Amid widespread criticism and even a commuter lawsuit spawned by Amtrak's planned repairs to New York Penn Station, the Metropolitan Transportation Authority on Monday released a plan to maintain Long Island Railroad rush-hour commuter capacity to and from Manhattan and minimize delays for commuters. There will be 15 fewer trains heading into Penn Station in the morning, and 17 fewer trains departing in the evening.

Veronique Hakim, the interim executive director of the Metropolitan Transportation Authority which runs the LIRR, said on Monday that the disruption would affect 9,600 passengers daily and create "a hard and challenging summer". NJ Transit will also cross-honor tickets for PATH, the NY Waterway Ferry to and from Hoboken, as well as NJ Transit buses. That plan "maintains the travel pattern for 75 percent of our customers", Steve Santoro, the executive director, said in an online message to customers.
