USDA finalizes rules on shipping beef to China, industry celebrates

The United States took a step forward on Monday towards resuming commercial shipment of USA beef and beef products to China for the first time in the last 14 years.

The release noted that the technical documents concerning the start of beef shipments have been posted.

Late today, Agriculture Secretary Sonny Perdue said, "Today is a great day for the United States and in particular for our cattle producers, who will be regaining access to an enormous market with an ever-expanding middle class". It follows the agreement reached last month by the USA with China to promote market access for American products including beef amid a broader effort to reshape the trade relationship between the countries.

Cattle must be identifiable to the farm or ranch they were born on in the U.S. For cattle imported to China they must be traceable through their port of entry. "The individuals who have led on these negotiations have never wavered and for that, US cattle producers will now enjoy the potential of an ever growing, and ever demanding marketplace for USA beef".

"President Trump is doing more to improve the U.S". These requirements apply to US companies-slaughterers, fabricators, and/or processors-that supply beef and beef products as listed on the USDA Food Safety and Inspection Service (FSIS) website. "I look forward to engaging with our Chinese counterparts as we address more complex issues to the benefit of both our nations".

Mnuchin added, "We will continue to work toward a more fair and balanced economic relationship with China by expanding opportunities for USA workers and businesses".

"The ‎reopening of China's market to American beef is an example of the results-oriented approach this Administration has taken in our engagement with China". Cattle must be traceable either to their birth farm or, if initially imported into the USA, to the first place of residence or port of entry. "I am pleased to work with the Trump Administration to ensure that Montana beef is back on the menu in China".

Beef must come from the US although it can be imported from Mexico or Canada slaughtered here. However, the United States has been banned from China's market since 2003.

According to USDA, beef exports to the People's Republic of China must meet specified requirements under the USDA Export Verification (EV) Program.
