Lawmakers demand new strategy for 16-year Afghan war

"I believe by mid-July we will be out to brief you in detail". "So all I can tell you is, unless we get a strategy from you, you're going to get a strategy from us..." Thornberry said it took 10 years to break even from the last time the Pentagon's closed bases.

In the short-term, Mattis and the chairman of the Joint Chief's of Staff, Gen. Joseph Dunford, said additional USA troops sent to the country would provide more fire and air support to the Afghans. "Do you agree that we are not winning in Afghanistan?".

When asked about the military strategy in Afghanistan, Secretary Mattis said he would present options "very soon" to the president.

But that plan has not yet been presented to Congress and a senior administration official told CNN on Monday that President Donald Trump is not expected to make a decision on the U.S. strategy in Afghanistan for several more weeks. Gen. John Nicholson, the commander of US forces in Afghanistan, told lawmakers in February that he needed a surge of a "few thousand" troops to break an impasse in the USA -led mission.

"The regime's nuclear weapons programme is a clear and present danger to all, and the regime's provocative actions, manifestly illegal under worldwide law, have not abated despite United Nations' censure and sanctions", Mattis said in a written statement to the House Armed Services Committee. Roger Wicker (R-Miss.), advocated against pulling out of Afghanistan.

Qatar is a "very complex situation", Mattis said, as he stressed the need to find "common ground".

Mattis said he expects to offer an updated plan to the committee next month.

Mattis said the Trump administration continues to deliberate a new strategy for Afghanistan, telling the committee "we need to do things differently". We are putting it together now and there are actions being taken to make certain that we don't pay a price for the delay. "For decades, the United States enjoyed uncontested or dominant superiority in every operating domain or realm". He said he understands the urgency. He told senators Tuesday that military officials are taking steps to make sure the delay in the new strategy is not endangering US troops.

The Taliban "had a good year last year", Mattis said.

Mattis said the Taliban were "surging" at the moment, something he said he meant to address. To date, more than 2,300 Americans have been killed and over 17,000 wounded. He said the US might want to consider a "follow-on force that is not involved in combat", similar to what the USA has in Europe and South Korea. And two U.S. Army Rangers died in a April 27 raid on an IS compound in eastern Afghanistan. Of the over 11,400 casualties, almost 3,500 were killed and 7,920 were wounded, marking a three percent increase in casualties from the year before.

If sent, the forces would help the fledgling Afghan military regain portions of the country that have fallen to the Taliban since US forces ended their combat mission there in 2014. North Atlantic Treaty Organisation nations such as Britain also have lost troops during the conflict.

On Saturday, three USA soldiers were killed when an Afghan soldier opened fire on them in eastern Afghanistan.

"From my perspective - really since the 1990s - China, Russia, other countries have studied USA capabilities from precision munitions to our ability to project power", the chairman said.
