Four hours after the alarm was raised, flames could still be seen on several floors of the blackened residential building, which was shrouded in a cloud of thick black smoke. More than 200 people live in the block, The Guardian reported.

He said: "It's horrendous".

"I could see the whole right side of the building was on fire".

There is fear that the building may collapse.

He told BBC Radio 4's The World at One programme: "The last thing anybody wishes to see is one or other of the communities so aggrieved that the hardmen, who are still there lurking in the corners of the communities, decide that they wish to return to some form of violence".

"We could hear people screaming 'help me, help me" and flashing their phone lights to let people know they were there", a witness said.

The service says a major incident has been declared in the west London after a fire broke out in the early hours of the morning.

He added that given the thickness of the smoke, he would be surprised if anyone could have left the building without assistance. At least two people were treated for smoke inhalation.

The statement said the fire reached from the second storey of the building to the top and the cause of the fire was not known.

"It's clearly been a devastating fire", he said.

The building is the Grenfell Tower in the North Kensington area. Residents said the blaze appeared to start in an apartment on a lower floor and spread upward quickly.

The blaze looks to be the worst since a 2009 fire in south London killed six people, including three children.

"I'm getting covered in ash, that's how bad it is. I'm 100 meters away and I'm absolutely covered in ash", he continued.

Dan Daly the assistant commissioner of the London fire brigade said: "Firefighters wearing breathing apparatus are working extremely hard in very difficult conditions to tackle this fire".

"We've had some very good discussions today and those discussions are continuing this afternoon", she said.

The fire is at the Lancaster West Estate, in the Latimer Road area of west London.
