'While the success of the Hwasong-12 may advance the North Korean ICBM program by perhaps a year, deployment of an operational ICBM prior to 2020 is still unlikely, ' analyst John Schilling told the US-Korea Institute at Johns Hopkins School of Advanced International Studies recently.

It comes as North Korean state media, Korean Central News Agency, reports the North Korean regime is "not far away" from test-launching an intercontinental ballistic missile which could hit the United States. The North maintains it's under threat from the U.S. and its allies.

But the overture for warmer ties with North Korea has been complicated by its defiance.

"The global community should be prepared to more quickly respond to the advancing pace of North Korea's missile tests by preparing a menu of tightening multilateral sanctions options that have been informally agreed to in advance", he said.

"The regime's nuclear weapons programme is a clear and present danger to all, and the regime's provocative actions, manifestly illegal under worldwide law, have not abated despite the United Nations' censure and sanctions", Mattis said in a written statement to the House Armed Services Committee on Monday.

The claim was made in state-run newspaper Rodong Sinmun, which speaks for North Korean leader Kim Jong-un's regime.

The preparations near the Punggyeri site match those of past occasions before North Korea conducted a nuclear test. Trump even informed the Japanese prime minister, Shinzo Abe, that "all options are on the table" - including military action - to address provocations by North Korea.

Last week, North Korea tested several suspected short-range, anti-ship missiles in the latest sign of making progress with its weapons program.

If the three countries, along with North Korea, put forward a joint bid, it would likely be a compelling one, without the need for extensive stadium development as in Qatar, which is hosting the 2022 World Cup.

So it is highly unlikely that under Donald Trump's administration the United States will wage a war against Korea.

The last crossing by a North Korean soldier across the DMZ was in September a year ago.

USA officials say the report is in line with part of the Trump administration's strategy toward North Korea.

Since his election in May, Moon has been trying to improve relations between Pyongyang and Seoul, amid a heightened security situation on the peninsula and ramped-up North Korean missile testing. China also says the system does nothing to deter North Korea.

The Justice Department used C4ADS findings in its indictment last September of a Chinese businesswoman and Communist Party member accused of aiding Pyongyang's military programs, according to current and former U.S. officials involved in the case.

U.S. media quoted a senior Trump administration official who said Rodman is "going as private citizen".
